Lühikirjeldus: The thesis examines how entrepreneurial governance, growth-oriented modes of thinking, governance models and imaginaries typical of startup ecosystems shape contemporary urban development in Northern Tallinn. In 2025, Tallinn was named one of the world's leading startup cities, reflecting Estonia’s strong national branding as a European leader in startups, unicorns, and venture capital investments per capita. Yet while innovation policies and support mechanisms at the state level have been widely recognised and analysed, far less attention has been paid to how the same governance model has found its way to contemporary urban planning, materially reshaping urban space and producing new urban models at the city level. The thesis comparatively analyses three mixed-use centres, Telliskivi Creative District, Krulli Quarter and Hundipea, as different examples of the new startup city model, highlighting the broader entrepreneurialisation of urbanisation.
